In 2024, Chancellor Rachel Reeves made a controversial decision to strip the annual Winter Fuel Payment from around 10 million pensioners. This payment, previously worth up to £300, has been a lifeline for many older individuals during the colder months. The Government claims that the cut was necessary to save £1.4 billion, but the repercussions are expected to be widespread. According to estimates from the End Fuel Poverty Coalition, this cut could lead to an additional £169 million in NHS costs as more pensioners require treatment for cold-related illnesses.

The coalition’s research shows that approximately 262,000 pensioners may require NHS treatment due to the poor conditions they are expected to live in without the Winter Fuel Payment. This brings the total projected NHS spending on elderly Britons in poor living conditions to £1.5 billion in 2024, which is equivalent to around £4 million per day.

Who Will Be Affected?

The loss of the Winter Fuel Payment is particularly devastating for pensioners who rely on medical equipment at home, such as dialysis machines, which significantly increase energy costs. Many pensioners will struggle to keep their homes warm without the payment, potentially leading to severe health problems. Fiona Loud, policy director at Kidney UK, explained that pensioners on dialysis are at a heightened risk of infections and colds, further exacerbating their vulnerability.

Charity organizations like Age UK and Kidney UK have voiced their concerns about the impact of these cuts on the most vulnerable. It is estimated that 2.5 million pensioners will face hardships this winter, with many choosing between heating their homes and buying food. For those living in absolute poverty, the situation is even more dire. Approximately 1.2 million pensioners in absolute poverty and 1.6 million disabled older individuals will be affected by the cut. These households could see an average increase of £228 in their energy bills.

Who Is Still Eligible for Winter Fuel Payments?

While the cuts have left many pensioners in a difficult position, some older individuals will still be eligible for the Winter Fuel Payment in 2024. The payment will now be limited to those who receive Pension Credit or other means-tested benefits. Pensioners who receive benefits like Universal Credit, Income Support, or Pension Credit during the qualifying week of September 16-22, 2024, will be eligible for a payment ranging from £100 to £300, depending on their age and living situation.

The payment will be slightly lower for those living in a care home, with pensioners aged 66-79 receiving £100 and those over 80 receiving £150. However, the cut means that around 10 million pensioners, including 850,000 living in Scotland, will no longer receive the Winter Fuel Payment.

Alternatives to Winter Fuel Payments

In Scotland, the Winter Fuel Payment is being replaced by the Pension Age Winter Heating Payment, a devolved benefit that the Scottish Government will introduce in winter 2025/26. In the meantime, the Department for Work and Pensions (DWP) will continue to issue Winter Fuel Payments to eligible pensioners in Scotland, England, and Wales for the 2024/25 winter season.

Pensioners who are not automatically eligible for the Winter Fuel Payment but believe they meet the criteria can claim the DWP. The deadline to apply for the winter 2024/25 season is March 31, 2025.

Martin Lewis’ Advice on Winter Fuel Payments

Money-saving expert Martin Lewis has shared a potential loophole for pensioners who may still be eligible for Winter Fuel Payments despite the cuts. He advises that pensioners on low incomes who have reached state pension age may still qualify for Winter Fuel Payments of up to £300 through Pension Credit. While the rules have tightened, those who meet the income criteria for Pension Credit could still receive the payment, providing some relief during the winter months.

How to Claim the Winter Fuel Payment

If you believe you are eligible for the Winter Fuel Payment, the DWP will send letters to pensioner households in mid-October outlining how much they will receive. Most eligible pensioners will receive the payment automatically in November or December, paid directly into the same bank account where they receive their pension or benefits.
